1. When Vincent was born they did a blood test and found out that he was at a high risk of many illnesses. Like heart disease. Which made him less than anyone who’s DNA was changed
2. Vincent left DNA from someone whose DNA was perfect and he pretended to be that person. Also, he cleaned up any of his actual DNA

for you last question: I believe it’s just morally unethical to mess with the DNA of an offspring. we are seeing people and the medical community starting to take real baby steps towards designer babies and that’s just a frightening thing to see.
I just feel that some things created by nature should be left as is. we’ve genetically altered a lot of things in our world and some of them are not for the better.

The doctor at the end helps him because he also has a child who is an invalid, and he tells his child of vicent to show him that an invalid can go as far as he desires in life.

I believe the Doctor helped Vincent because he has a son who is considered "invalid" as well. I think he said also that his son has aspirations on being in outer space as well that’s why he’s helping Vincent achieve his dream to give his son some hope.
To answer the question of the poster, I think in the movie anyone can have anyone’s DNA tested freely. They’re all about perfection and statistics anyway.
